You are the elections expert here.
Please explain how a broke European Country like Greece is able to announce, arrange for, conduct and announce results of a referendum in less than 10 days.
Here is the timeline of the events:
June 25, 2015: Greece given conditions of bailout. June 27, 2015: PM announces referendum June 28, 2015: Referendum ratified by parliament. July 5, 2015: Referendum held (62 % turnout) July 5, 2015 : Results in.. As I write this 87.5% of results have been reported.
What are the systems in place that allow for such a quick organization of a referendum?
What would need to be done to get Kenya to a level where an election or referendum can be done so efficiently?

What would need to be done to get Kenya to a level where an election or referendum can be done so efficiently? Being broke is relative. Your level may be totally different from mine.As for efficiency, you all know the shenanigans that happens here.

There is very low risk of electoral fraud. People trust the system and it works. In Kenya mistrust rules and that cannot be cured by use of technology well... we just love to place huddles on ourselves with regulations... Most of the elections in the developed world as simple simple exercises... do you know there is beef in some states in the US because people are being asked to come with a PHOTO ID? any ID that has your photo? it's a big deal... We africans just love to complicate our lives... Election technology, biometric voter registers... kuna watu hii dunia wanatokea kwa polling station with a card saying "FULANI WA FULANI" and they are crossed off the list to vote. how long does it take to procure something? PPOA rules and regulations? perhaps the ECK/NEC/INEC/IEBC of greece has a prequalified list of vendors for ballot paper printing and everything else. Will kenyans ever agree to have ballots printed locally? secondly, logistical planning... Greece is slightly less that the size of eastern province - I am sure it's easy to move these places. All Mushrooms are edible! Some Mushroom are only edible ONCE!
