The key word here is 'sometimes', and the question is; is this such a time?
We could be in a situation of praising a team that plays with flair but neither wins the league nor makes it to the champions league. Or an athlete leading in the first few laps in the 10km race only to lose in the final one.
The giveaway that this could be applying to Mutua is the move to find jobs for the thousands of youth via a database to be used by prospective companies. What's the county policy for unemployment? How proactive is it? Are youth unemployed because employers don't know they exist, or where to find them?
