@streerwise, Yeah the hype abt corruption is over done and needs no gain saying. But what of the known elements and agents of terror, sympathisers and radicalizers who know that the law works in their favour. Give NIS powers to arrest, deal with Shaabab menace Mungiki style..... suspend this idealistic "progressive constitution" nonsense.

You can never totally eliminate all of them...the few who will remain will cause major hell especially with the useless security apparatus we have...such a move will lead to mass casualties like never seen before....

I realize that some of us are deeply interested if not involved with security matters, and mostly intelligence. I have been interested in these matters also.

So, I'd like to ask a question that has been in my mind. . .

What would make the al Shabaab claim that it's going to be 'a long and gruesome war'?

The 2 most important things we must do otherwise we are doomed is to first out think then think ahead these terrorists. Otherwise current thinking in gvt is that so long as we defeat them inside Somalia, we are good to go..nothing can be further from reality. The shabaab seems to have attracted sympathisers inside kenya, they don't need fighters to cross the border. Inside Kenya there are 40million of us, in somalia only 5k or so. Hence we need to fight them right here in Kenya, more than we need to do in Somalia. Do the math and tell me where we should dedicate more resources and energy

And how come the western intelligence with skeleton presence is able to track these terrorists yet us we can't? What are these gadgets they have that we can't afford or can't buy / can't use with all our govt machinery. And we have to wait till 2017?

Other people take hard lessons from failure that leads to loss of lives -except Africans, of course. The mzungu in particular is adept at recognizing potential threats years in advance, keep the enemy permanentlt on radar, finger to the pulse. Policy thinkers in Europe and America realized Somalia would be a problem when Siad Barre's govt failed in 1991 and moved resources to have a handle on developing situations -ergo developing a network of informers and spies. Thats why China and South Korea can't allow North Korea to fail.
What did we do instead? We pretended the problem didn't exist, allowed illegals to cross to the cities in their millions, buying Kenyan documentation with as much ease as buying bread. And with them came a cancer that cannot now be excised. And then we were played another card by forces, who like I said, are much better at learning from past mistakes; We were co-opted to be the sharp end of an attrition war by a West that can no longer stomach putting their own troops on hostile ground. KDF in Somalia not withstanding, we have a police that is incompetent, and that is how actioanable intel goes through its one ear, and out the other. I mean allegations are made about somebody's qualifications having been manufactured in a backwater shop, we collectively think its hilarious.
These are the fruits of a long history of corruption, accepting and moving on, having mediocre leadership for years.
Ethiopia have troops in Amisom, isn't very sophisticated technology and intelligence wise -but they do not screw around. Try and step in there without proper papers and you will see what I mean. These terrorist vermin never dare export their stupid, diabolical shit up there. Their security apparatus works.
Nothing will work until the government guts itself from top to bottom, and removes from its ranks the accumulated filth. In China they execute people for corruption. We don't have to replicate the same here but the offense needs to be made to carry deadly serious consequences and legal institutions empowered to carry out those sentences. Don't think we shall see it in this generation. We are f**ked.
