The national government recently launched a Sh38 billion medical equipment programme where selected hospitals in each county would be provided with modern medical equipment. The medical equipment would be procured by the national government but managed by the respective counties. Do you think for a moment that the County Governments would have utilised the birrions to purchase the machines from General Electric et al given the chance? I keep asking, in the current dispensation, what has the National Govt done that stands out from what the Governors are doing?
