Not enough time, explaining finance and ethics sio kazi rahisi hata kama ako na Phd ya book-keeping. Who clears all those questionable payments (e.g the Judiciary or hustler jet one), some amounts must be cleared at treasury sio? why do they clear only for parliament and JSC to question? Can't they imagine these queries will arise? Do they understand anything about finance? This is not just about debiting and crediting, reconciling and balance sheets.
