I think you have to consider the primary role of a member of parliament as laid out in the constitution.
As @impunity put it we should dwell more on what they said, or rather the sort of contribution to debate.
A good number of them have scored high on the "talkative meter" simply by shouting down colleagues, a good case is that womempig @Gladys Wanga.
