By the way I was thinking the other day, suppose all the money that is usually sent to counties was done in a CDF model without having a county govt per se, could it have been better? All the huge expenditure cash could be going into paying for projects instead of buying cars for county govts. CDF had great impact yet it was little cash. Right now the money is in billions yet some counties are yet to feel it.
Why are you referring to CDF in the past tense? Isn't it still going on?
I know it is still on because an MP is funding construction of a library in a school I'm associated with.....
My MP is doing a lot on schools with cdf too but i think we should stop cdf and give the money to the governors to use/ misuse
We should do away with County Governments and channel the money to CDF - like funds that are independent of political office holders (starting with MPigs). MPigs can be patrons or something like that with zero involvement in the direct running of the fund.
MPigs and a board to provide oversight and the funds to be run by EMPLOYED professionals. MPigs, the board and representatives of different stakeholders sit down and come up with a five year development plan broken down into five financial years then leave the implementation to professionals.
