Experts advise that in such a contest you need to have ready both speeches. I suppose the one for admitting defeat was ready; the one which perhaps was being drafted was the victory speech. This could have happened because of the low probability that was attached to a win.
The writer of the book may have confused the election with the 2007 one where unconfirmed reports were that as the tallying process was ongoing the Victory speech and the line up was being fine tuned.
The third possibility is that what was being written was a re-run speech, However; given the mind of the drafter of the speech is always coded win; the drafter ended up writing a victory speech.
