I did some follow up and was told its a holding area for the Turkana Wind Power project.They manufacture some of the required items there while others are imported.They then assemble them and transport to Turkana.

@Ndaragwa. Isn't that right inside PORKs/Brook land? Seems to me to be the one on the left as you drive on Bypass towards Thika road from Ruai.

Yea that is the place @AM, but its out of PORKs land, you have to get there to know the place better.
