How to improve security in Kenya

How to improve security.
I propose:
Become unfindable in the internet. Avoid having a findable (IP) address like Fullykenyan proposes. Government must not know where you are or where you stay.

Let me give an illustration. The case of grabbed land in Langata primary and other places is a preventable security breach that has been largely ignored.
The consequence was the police doing the right thing but on the wrong side of their motto. The children took a risk that's highly unusual, and a cabinet secretary for example threatens to quit office after naming the culprit. And the President asks what we did to prevent all this.
Could there be a pattern to all these or most of these breaches? Can we discern their cause? Can we change conditions to decrease such incidences?
Land has been a source of insecurity for many in Kenya. What can be done to make it a less contentious issue?
I doubt whether these are matters of heavenly rhetoric, but are matters we can handle intelligently if we wish.

Before we propose solutions we need to understand the factors at play. Otherwise for example, our solutions may end up being inadequate. I wouldn't believe you if you said that hiding IP addresses and cryptography will make us safer. There are many without IP addresses who are and have been insecure all this time.

Then security is myth. A folklore, even. Does it exist?

Others who've been less cautious haven't survived. Swenani, do you know what a myth is?
