A good shopkeeper orders stock knowing very well the demand out there. In this case you'd expect the hospital to have known the kind of patients they treat and by planning they would have minimized the loss. Anyway, my question is how are they planning on disposing them? The Public Procurement and Disposal Act (and the regulations) prescribes a mechanism of disposing excess/unusable gov't stores. Life is like playing a violin solo in public and learning the instrument as one goes on.
