Eeh, you have a point but this is easier said than done. In the current devolved 'arrangement', every facility buys their own drugs and it becomes very tricky giving out for 'free' that which you bought (unless for 'programs' such as TB/Leprosy, HIV/AIDS, Malaria & Reproductive Health that weren't devolved and whose drugs are nationally supplied at no cost).
