He also says that if you commit a traffic offense in Nairobi, your case will be heard in Mandera countyd'oh! d'oh!

This is extremely stupid!!!

You should make it easy for people to pay fines not harder. We should even be using technology to pay fines. You commit an offence and you are a given a "ticket" complete with a serial number or some other unique identifier. If you accept the charges, you simply pay by MPesa (or any other means) within two weeks otherwise you attend your court case. That would even reduce corruption.
Never count on making a good sale. Have the purchase price be so attractive that even a mediocre sale gives good returns.

Imagine if it was in the US, you commit a traffic offence in Tulsa and you get court hearing in Bellingham...

I can see many road overlappers and guys who skip the traffic lights here in wazua opposing such a move.
