@Robinhood, its the HUMINT thats not effective, this does not require covert intel gathering rather, knowing who-comes-in-what-do-they-come-to-do-where-they-stay. This can be done using the IMG Dept, cops, nyumba 10, hence the HUMINT. The SIGNIT is there, has always been there but how its deployed is another issue.
If you stay ready, no need to get ready.

Surely once you rent a house should the landlord be snooping around to see what you are doing? Even looking into your bedroom to see if there is anything fishy going on in his property? Also how would the neighbours and watchie know what is going on inside the house?

once in a while the Landlord needs to check the status of the house and this is clear in the lease agreement.With a keen eye one can tell when something is fishy.

You check to ensure
1.Tenant is still there
2.They are not using firewood to cook thus messing the walls in the kitchen
3.The taps and bathroom assesories are intact.
4.No partitions and renovations going on without your permission.

This is necessary now when we need to be aware of our surrounding.

How do you track visas issued when 50% of visas are issued for cash without a receipt?

Ask foreigners what happens at JKIA: some of the stories are hilarious!
