qualify the term 'sophisticated'..... then again... you can actually come though our borders with fairly complex equipment in your bags.

Our immigration system has no way of tracking issuance of visa/entries of tourists and the expiry of their visas. This is how criminals including murderers and paedophiles are able to run their activities. Very sad.

This is the problem of relying on HUMINT only. We must build our SIGINT/TECHINT capabilities quite quickly. If not, we will have to rely on luck as happened in this case or as some are suggesting here pure HUMINT

Seems an obvious thing to do - just saying...
