It's not so much a question of cost, but more about the requirements to qualify for one

Requirements, the article on poor countries remaining undeveloped due to the complexity in starting a business couldn't have been truer.

Requirements

* (1) Application Form E.1 in duplicate
* (2) Architectural drawing of the premises
* (3) Certificate of incorporation/registration
* (4) Copies of PIN Certificates for Application and Directors
* (5) Copy Current Excise Licence where applicable
* (6) Copy of VAT certificate
* (7) Details of Bankers (Name(s) of Bank,Branches,Account nos)
* (8) KEBS Certificate of Compliance with Standards
* (9) Public health Certificate
* (10) Single Business Permit
* (11) Comply with ETR Requirements
* (12) Brand Details (including Volume references)
* (13) Input-Output ratios
* (14) Securiry bond for the protection of excise duty on exports
* (15) Install flow metres of a specification acceptable to KRA, in the case of spirit distillers
* (16) List of Brands, packaging sizes and production formulas(input-output ratios) for beverages,cosmetics and tobacco products
* (17) Copy of current Liquor licence in case of alcoholic manufactures
