This is actually an old internet joke / hoax, poking fun at co-drivers. It originally was posted by the satirical site Newsbiscuit. Its the driver who tells the co-driver what to write as they go over the route before the rally.
During the rally, the co-driver merely re-reads the notes back to the driver.
