How can a power producer get its power cut by a distributor....something is not right somewhere....

Somebody help me understand.In their loss accounts,marketing and distribution takes close to 1BPray ....Here are a few figures;

1. National sugar production - 650,000 MT/annum
2. National sugar consumption - 1,200,000 MT/annum.
3. Mumias annual production - 172,000 MT/annum.

Why would you want to market and distribute an item that is in very serious shortage?...I would think selling at the gate would save you all that money.Something is seriously wrong!!Sad Sad
