Small change boss. Depends on how much is "substantial" in your standards. Parliament has its own budget that Kamwana doesn't need to subsidize.
KDF were deployed to parliament,Most Cabinet secretaries and other Government personnel were also in Parliament, The MPS and Senators weren't scheduled to sit then, but a special sitting had to be arranged, obviously taking some budget incurred specific to this matter.
All these logistics carry a budget and that's Kenya Governments money.
We are not even talking about the time we lost not focusing on substantive duties - by say the cabinet secretaries. An afternoon, and for some, almost an entire day multiplied by the personnel involved!
