The president does not necessarily handover presidential powers when out of the country on official duty otherwise the country will have duo presidency.

The duo played us big time and the local media fell for it. The media used big words- 'historic','unprecedented'. Most of us got excited. Uhuru acted his part and did it very well in casual clothes, no presidential lounge, and flying in KQ. The Acting President suited up for his new office with chase cars all over. High profile meetings in Harambee House and ensured cameras were there to take the shots.
Good script but the fact remains our President will today be in the docks at the ICC. On a positive note, they have scored big time in giving faith to RiftValley folks and won admiration of many
