I think Raila is a little naïve. When you want to steal 15 billion you do not go to Central Bank with lorries. One that is too much work, two it is illegal and three it will attract attention. Those who steal billions do not commit any crime. They all do it legally and cleanly.

Let me tell you how. If today you went and met the MD of say KCB and he told you that next week they are going to announce record breaking profits. You use that information and go and buy shares today, next week the announcement is made and shares rise and you sell at a profit, you would have committed an offence of insider trading. Now if you think people make millions in trading shares, you have not heard of the ones who make billions in forex trading where the rules are very relaxed.

So this is how it works. Central Banks are always maintaining a balance of currencies so that for example the Kenya shilling does not rise too fast or too far vs the dollar. They do this by buying and selling dollars in the market. If the dollar is too high they sell more dollars so that there is increased supply and it comes down. If the dollar is too low they buy more of it and the price goes up.

Now here comes the billion shilling spot. If today you were sitting with the governor and he told you that next week they are going to buy 100 million dollars from the market and you went ahead to buy dollars today so that you can sell them next week when the price rises, you would have committed no offence. There are no insider trading laws in currency trading. It is all legal. This information is useless to someone with small money because the percentages involved are quite small. So you buy today and next week the price goes up by 3%. If you have 100k that is only 3k. If you have 100 million that is 3 million. Now if you have a bank or have billions, a lot of money can be made.

So if you want to know if any money was "stolen" for elections look at the Kenya Shilling Dollar exchange rate charts say for the last 10 years. Check out 2011. It has 2 little spikes and one humongous spike where the Shilling went above 110. 2012 had two little spikes. You can be sure a lot of money was made in those times. I do not know who made the money and of course there are many players in the sector who must have benefitted but you can be sure of one thing no one committed any crime. Billions are never stolen, they are "made".
