During negotiations for the new constitution, Miguna acting as Raila advisor then, revealed that Raila Odinga was opposed to more money being devolved to the counties. Miguna and some ODM members had proposed 45% be devolved to the counties but Raila refused indicating "we do not know who these people (county government officials) will be". Raila then proceeded to endorse the current 15% county allocation. With no change in accountability or even increased county roles from central govt., Miguna then proceeded to ask the question, which I agree with, why the change of heart now?..
