Devolved funds: What is the upper limit?

While the wage bill hovers over 500b (part of this is devolved salaries), loan obligations are over 150b annually, all tied to annual revenues of slightly under 1t for last financial year.

This means we have 350b for running education, health, security and other minor functions. What is left for development and devolution?

Let us look at this soberly and see if there is a hair of a chance of devolved funds being increased.....unless we devolve education funds, security funds etc which we will be lying to ourselves!

Now to the experts, do you see that increment happening without adverse consequences on the smooth running of the state functions or without changes on the taxation regime to raise more revenue?

Am no expert but its obvious like Macharia Gaitho wrote today, we are "over represented"

If say we were to let go of all these positions we would save enough/some cash to focus on devolved funds. As it is currently, quite a tidy sum is going to maintenance of these devolved units rather than on development agenda. Like I pointed out somewhere on a another thread, the central government does not have a tree where they grow money, it comes from us the citizens and one thing for sure is, if we give more to devolved units the central government will resort to higher taxes to negate the deficit and that is a fact.

Currently the salary for MP's is Kshs 532,500 per month increasing yearly by 44,375 as per the SRC agreement last year. This means
Year 1 monthly- 532,500
Year 2 monthly- 576,875
Year 3 monthly- 621,250
Year 4 monthly- 665,625
Year 5 monthly- 710,000

Thats 37,275,000 per MP so the total cost for the national assembly every 5 years comes to 13,008,975,000 for all the MP's. And this is counting ONLY the basic taxable salary, no allowances, car grants, etc. I dare say we get rid of the national assembly and have senators take up their duties, its not like we will miss much!

After sorting out over-representation, then and only then can we discuss amount of devolved funds IMHO.
