Box stuffing, imaginery voters, multiple voters, friendly zone doctoring by all agents, the list is endless!!!! there are two things 1. what happens at the polling station (the room where you vote) 2. what happens outside the polling station what provisional results transmission is intended to show you WHAT HAPPENS AT THE POLLING STATION. If you have colluded with everyone in that polling station (voters, Agents of candidates, Security, Polling Clerks and Presiding officers) - this system cannot prevent you from transmitting 'fake' results. but remember that the gain is very small and the logistical challenge to compromise people from a huge section of the 30k+ polling stations is huge! Kama ku-hire agent wako - a person you give 1k ni ngumu for all those polling stations think about corrupting All those Clerks, security people and presiding officers. The idea is to reduces the field for gerrymandering or even perceived gerrymandering! By the way - it was designed in this way even for GE. Technical reasons made it fail not some higher ups deciding who was to be president e.t.c. That is why people at the IEBC were very disappointed as it was supposed to be THEIR NIGHT... THEIR FINEST HOUR! You think Hassan is happy? He is not... there are days you make money and there are days you write history March 2013 was the day we were to write history.... it was never to be! people still click to this day when they remember that lost opportunity. Talking of systems, the iebc provisional thing will always work as long as the scale is small, lakini at the presidential level ni ngumu, the human input is too vital for comfort.
I am sure the technical side of things is not very complex, lakini as long as you have a ka jama at the polling station pushing some buttons to submit the data, itakuwa shida at the presidential level, strongholds will always want to push their data last.

perhaps we need to ask ourselves - what do we want from these people? do we want them to be devoid of any political interest? or do we want them to do their job professionally regardless of the result that comes out! since getting the first one is impossible! We just need people who are professional enough to set aside their political interests. actually, for your information the commission is not run by the commissioners you guys are hounding! these guys are like board heads - they meet every so often make decisions and the secretariat executes these decisions. the board itself is comprised of political appointees from both sides. the one thing they all agree on is LET'S DO THIS THING PROFESSIONALLY! All Mushrooms are edible! Some Mushroom are only edible ONCE!
