In those ministries the substantive authority is the PS,who was the PS again?Passports and citizenship are the preserve of the Principal Immigration Officer who is supposed to be answerable...Even if the minister influenced the alleged issuance it cannot be overstated that due compliance of the law ought to have been undertaken by the relevant bodies.
