Now this is utter nonsense and the government better know it. I hope they don't intend to bring in convicted prisoners serving time in China. If 5,000 Chinese prisoners are released in our country, not only will we lose all our wildlife but also never seen before organized crime. The government needs to inform us on what was agreed.

A large portion is anything above 2,500...that one is still a huge number of prisoners to be released in a peaceful country.

I would take 5000 chinans and a complete railway-line than 5000 wenye-ninchi and an incomplete project plus have to pay the same guy for years to come for nothing.
