With a further 25% of revenue collected sent to Counties as envisaged in the Jubilee manifesto to be sent this early, some serious book balancing required at Treasury.

Delay attributed to delayed enactment of DIivision of Revenue bill and operationalisation of Departmental operational Acs. Even a BrOKeN clock is right twice a day
