Now that Uhuru has signed the bill where devolved funds will be at least 43pc of national revenue, aren't Cords options on the referendum slowly diminishing?

Knowing Raila he will now say he meant 40% of government expenditures, I.e. including loans and grants. These people can sink us into bottomless pit if not checked

Laughing out loudly Laughing out loudly Laughing out loudly Even without the loans/grants: Ksh. 226 B for county governments and Ksh. 799 B for national governments can never make a 43%:57% ratio, danganya jinga!!!!

County budget comes from audited revenues a function of PAC which is run by CORD. The last report they did I think was 2011/2012. What you should be doing is asking them to do their job and politic less.

You don't get it do you? The referendum is to change this so that we have 40% of current collections!!!

After that, the narrative would be 40% of future collections!!

I would love to see more money go to the county. for that reason i would vote YES. however, the same counties do not have much track record for development and most of the money is going to people's pockets in form of travel allowances and salaries and entertainment and other miscellaneous expenses. That leaves me wondering if I would trust that much money in these hands..... so, am in dilemma here because this is a catch 22. To leave the money with a wolf or to give it to a hyena...

Not so fast @Wendz..the original 15%, now 43% courtesy of uhuruto, was carefully worked out % based on the division of functions between the 2 levels of govts...if we change the %, the functions change too, i am interested to know if Cord have worked out what additional functions they want taken to counties to absorb this additional funding, or thy just want some blanket cheque for counties to do whatever they want with additional cash!!!Plus what interest does Cord have taking this to referendum? Why not take the matter to council of governors / commission of revenue allocation??

Two wrongs do not make a right..if resources are being eaten at the 'top', solution is not to change formulae so eating is transferred to the 'bottom'...Are you confirming this is the other intention of referendum other than creating momentum for 2017? If so (just assume so 4 argument sake), do we have to spend 8billion plus even without having tried other 'cheaper' means to achieve the same end????

I always thought he is doing it pro_borno you mean someone is being paid to frame a simple referendum question on matters 'obvious' to Kenyans and debated publicly in the dozen or so public rallies ???
