Guys. Schools don't set and examine students. It is KNEC. They pay KNEC fees prior to registering. They should be entitled to this document. Schools can still withold leaving / clearance certs. Anyone who wants to establish a student's intellectual abilities can do so. The clearance /leaving cert tells you whether or not they are able honour contracts. You see, if you have the cert, eg KCSE...you may be able to get a job that will allow you to pay off the outstanding debts to the school.

I have never used my leaving cert anywhere...

Kenya National Union of Teachers warning on certificates order

Quote:
Teachers have warned that the directive telling principals to release certificates held over fee arrears may plunge schools into a management crisis.

The Kenya National Union of Teachers (Knut) wrote to Education Cabinet Secretary Jacob Kaimenyi on Tuesday asking for a meeting to discuss modalities of the implementation.

“The implementation of the directive should not hurt the schools,” reads a letter signed by secretary-general Wilson Sossion.

The union warned that the releasing certificates may increase the debts that schools are struggling with.

“It is public knowledge that schools are owed millions of shillings through concession by the principals to allow learners to study uninterrupted,” notes the letter.

Mr Sossion said the implementation should be done in a win-win manner for both students and schools.

As someone who has never supported jubilee, I think this is one of their most brilliant ideas. And kudos to the Veep. He is proving to be a man of action. First the interest rates, then this.

Let no one tell you the schools will collapse. 99% of school principals would be in prison if a serious audit was done on their school finances.

It was always going to be untenable. The only reason the directive seems to have been given was to enable politicians secure positions for their mboys in the then ongoing police recruitment, unfortunately.
Life is like playing a violin solo in public and learning the instrument as one goes on.
