What is the difference between Jubleee gaarmanent and the Mo1 one in terms of governance? I think roadside declaration were stopped post 2013 and labeled as too analogue? Now under which law did he refer to by declaring that school heads release the certs for those students with fee balances? #dunderhead! Under what law were those headmasters withholding the certs? I think he could be right. I understand fees must be paid for schools to run. Let there be other collateral like title deeds, log books, goats, quails etc. TULIA.........UFUNZWE!

He actually pointed out the part of KNEC regulations that made him make the declaration, mtu alimaliza shule two years ago, every year you charge fees enough to run the school for that particular year, why do you want to keep the certs because of the historical debts, alisema mambo ya debts negotiate with the garment, certificates peana!!!! ..."Wewe ni mtu mdogo sana....na mwenye amekuandika pia ni mtu mdogo sana!".
