That is what i think the relationship between N.I.S and the other bodies should be.

You ASK yourself if all this parastatals have intelligence departments, how would it be. They can have enforcement and inspectorate departments, but not INTELLIGENCE.


When data is collected/intercepted, analysed/interpreted, then, you have intelligence. Which any organization can do and use to their benefit i.e. corporate espionage. So CID should have intelligence. So, then, dumping of sugar is something KSB and CID should handle. If it was being done by foreign entities intent on sabotaging Kenya's sugar industry/ and economy by extension then, we bring in NIS.
So, the question should be, is this being done to sabotage Kenya economically(I don't think so), it is just a cartel of greedy nationals who can be investigated and apprehended by Police/CID.


It's about competition and strategy. And competitors are global and locally connected.

Hahaaa...The recruitment of new National Intelligence Services officers was cancelled earlier this year, but keep an eye on local dailies. The last time the Service recruited new officers was in mid-2012.

Don't expect an ad like: "NIS Wishes to Recruit...Blah Blah Blah." Most NIS ads go like:

"A dynamic organization in the public sector wishes to recruit trainees for the cadres of Diploma Trainees and Graduate Trainees. The Diploma Trainee applicants are supposed to be between the age of 20 and 30 years, and have a KCSE mean grade of C. In addition, they are required to be holders of a college diploma earned over at least 18 months of study in a recognized institution."

The Graduate Trainees, on the other hand, mostly have their age requirement extended by a year as compared to those of diploma holders.

ION, I also don't think these guys don't know who is importing. Maybe the importer is an untouchable. These guys are all over, you might be surprised the cashier who served you at a bank recently is an NIS agent.

I put most of the blame on PORK, the other on NIS. The main problem is that (a) intelligence reporting and tracking structures are still old school, have not been upgraded to reflect current realities…i.e. the structure is such that NIS reports intelligence to govt agencies, then sits back or moves on to next activity since WORK ACCOMPLISHED ... So much so that when intel on terror threat is issued, there is no one taking proactive responsibility to actively follow up and confirm action is being taken..or not being taken….(b) ā€˜subversive’ activities by ocod taking significant time and resources that could otherwise be used for security intelligence. Organizational culture and structures take time to change which is why we in wazua republic advised that a much more innovative proactive ministry of interior CS could have saved the situation. PORK should just split ministry of interior and coordination, to (1) ministry of state (2) homeland security then promote the ole lenku (by no means a good administrator) to ministry of state and get someone trained in military or security matters to take charge of homeland security. PORK is mandated by law to reassign CSs, and this is where overall buck stops. NB-We will remember this in 2017.
