best solution is to split and rename this ministry - into ministry of state office of president and homeland security. Take/promote ole lenku to the more senior and prestigious ministry of state (admin roles) and then get a professional - like Ali, to run homeland security. The reality and enemy we are facing requires different strategy not the same ones used in the 60's
