People need roads; for what? How are these roads to be developed? How is anything, or anywhere to be developed?

How can these questions not apply? When they don't apply, you get 'jokers' in office.

What will the use of those street lights in soem part of the remote section of the road?
Does the road have any appreciable traffic late in the night?
Those cameras are to record who? Do the cameras night night vision technology?
I look at the road and just laughed. The elevation of the road is below the immediate surrounding land, no culverts, no shoulders...
You cant even even compare the road to say Eastern bypass...

I understand that Mutua took personal responsibility over the construction and demanded to see the work before paying contractors. He did not want to trust the word from the engineers before seeing what has been done.
