With the exit of the American forces the Iraqi tribal militias that gave Al Qaeda strength did not have a Jihadist cause and the foreign fighters found a new cause in Syria when Assad brutally responded to demonstrations.
FYI, the Kurds are successfully holding of ISIL. That justice you talk is people who know ISIL is media savvy and are using media recordings to execute civilians.
Shia dominated areas do not want that justice you refer to. ISIL is bent on killing as many Shia people as possible. What justice is that?
ISIL will not take Baghdad. Shia men are ready to fight to the death unlike the previous Iraqi military units in Mosul.
