OR may be he's being to set up to fail. someone is giving him unconfirmed and fictitious (hearsay) reports.

nimesoma katiba and it seems ole lenku's role is more on the policy and facilitation, blame should only be apportioned to him if cops complain about a lack of guns or bullets or cars or fuel - lakini mambo ya kutuma polisi, or rapid response, or investigations ni mambo ya kimaiyo and it seems his office is independent.

ama I am wrong on this.

I think the current solution they have is to arrest Raila and then 'stroke' might strike when he is in custody!

forget Lenku, my list should be as follows

Kimaiyo and his deputies
Mutea Irongo (he is the techno civil servant here)
Muhoro

Reason:- what happened in Lamu was a siege! A siege for 8 hours by unknown militants. In eight hours a responsible police and anti-criminal units could have airlifted combat personnel and ammo from ngamia-1, assuming that is where Nairobi was last night!! but alas, nothing happened. and then there was a repeat today dawn in a neiba village to just drive the point home by the militia..... hapa hakuna lenku unless we are looking for a scape goat... the LSK fellas must target the right fellows for removal

Mmmhh, and then back up could not be there 5hrs after the attack yet the intelligence on the impending attack was available!!!!
