I doubt whether the citizen has a rationality that can be applied here.
For example, if their risk merits higher wages, and the higher the wage, the better their welfare, then would there be pressure to increase 'risk' with time? Yet, less wages increase risk, and the demand for higher wages.
That seems like a 'no go zone' for the normal citizen. Not unless the police service under goes some radical changes and most citizens are armed and trained as security personnel while engaging in other economic activity.
