One should not solely rely on the size of a rally to determine popularity. MO1 used to have rallies in 2002, big ones at that, you know what happened.

While people are throwing around figures - do people actually know what 2 million people gathered in ope place looks like? it's like the Hajj! Akina @Guru and @Alph can tell you that those are not few people and will certainly require quire a huge logistical challenge... HUGE!! 2 million is like all kisiis in the country gathered in one place.

It's just another inconsequential idlers circus. I would also go for the entertainment if I didn't have something better to do... like sleep...
