Ni kama Kipande siku hizi.. people don't need to see banners telling them that they need to be registered as citizens. you get of age - you tafuta a chief's place and register. I think people should get used to the Continuous registration concept ASAP. All Mushrooms are edible! Some Mushroom are only edible ONCE!
