To make this even worse...all windows already have SOME reflective property...so poloshing them enhances that property and falls within the definition of substances that should not be applied.
Also...what constitutes "application"? Smoked windows that come as part of the cars factory specs?
Does the glass portion of the sunroof constitute a window ?

What I saw at Kibera Courts is they add a rider that the car is used as PSV.
So what happens is you say NO your car is NOT PSV, you are then given a cash bail of 10K and the case is taken to September and a few mentions in between,karas!d'oh!

My CPA Intro to Law lecturer said that when 2 laws conflict, the more specific, less ambigous one is enforced. This is the spirit of law and has case precedence throughout the commonwealth. In our case here Section 54 is more specific by defining what tint is and prohibiti the same for public vehicles (which are also defined). Now, section 30 invites debate on what 'reflective' is. Completely transparent glass is reflective to some degree. According to physics, when light transits from a material of less density to more, some is reflected, until with more depth, total internal reflection is achieved.
Kimaiyo is not very bright. He should hire competent legal advisors. He is operating in murky territory of impounding private property without charging people formally. If he prosecutes, he might find himself open to charges of abuse of office and get booted out. We wait and see.

and someone just accepts that his car is a PSV when its not we give this
guys too much lee way to do such nonesense,that is giving the court
itself a falsified document...
