The local Ngavana started recently to demand "their" port ..see where this is going

Hope is not a strategy. Eastern tourists will never come in sufficient numbers. For one thing there is the language barrier.

Also you should know that Eastern tourists are very stingy with their money. Ask anyone who works in tourism.
