They usually plan to kill Raila then leak the plan to people very close to him who then tell the press and the whole country before the act is committed. Last time they told Jakoyo who then revealed the secret to the public at a funeral. This time they made sure Oburu got the word first. If they don't succeed in killing him this time, I suspect next time they will tell Fidel or Ida. It is my opinion that with assassins this dim it is safe to conclude that Raila is safe.

USA have most recently employed the ploy in Syria through that chemical atteck on Syrians.Yes am saying that it was done by US through rebels whom they support.The US was fast to blame Syrian Army and draw a red line.Putin aware of the trick called on US to provide evidence which they couldnt.Obama's redline was therefore not actionable courtesy of Putin.
The same was employed in Ukraine though with a slight variation which again partly failed as Putin quickly pulled the plug from Nuland's plan by annexing Crimea from Ukraine.Crimea 2.0 is already in play for Donesky region expected to hold a referendum tomorrow(aint sure if they postponed it as adviced by putin).
And why would US be interested in Kenya anyway? Kenya is a pivotal country in EA and anyone who controls it controls EA.China is controlling Kenya through huge investments and loans.The main aim of the loans to Africa the elephant in the room.Its to dump the big holding of USDollars by China.This they are replacing with Gold and natural resources.
Why would US be concerned about China replacing Dollar with Gold one may ask.By dumping dollars in Africa,who are considered weak holders,China is essentially creating a channel where the dollars flow back to US and cause massive Hyperinflation esp with the dollar printing binge of the last 5 years(quantitive easing).This is what US want to avoid happening and if it cant stop it,it wil be boom WW3.The war wil be used to shift blame for economic collapse and to reset the system.
