Quran 70:19-30
19. Truly man was created very impatient
20. Fretful when evil touches him;
21. And niggardly when good reaches him;
22. Not so those devoted to Prayer;
23. Those who remain steadfast to their prayer;
24. And those in whose wealth is a recognised right.
25. For the (needy) who asks and him who is prevented (for some reason from asking);
26. And those who hold to the truth of the Day of Judgment;
27. And those who fear the displeasure of their Lord,-
28. For their Lord´s displeasure is the opposite of Peace and Tranquillity;
29. And those who guard their chastity,
30. Except with their wives and the (captives) (explanation below) whom their right hands possess, for (then) they are not to be blamed,

This is the explanation:
Captives of war may be married as such: (See this in Quran 4:25 which I will post next to avoid making the post too long): but their status is inferior to that of free wives until they are free. Remember at that time there were wars and it was common thing to take captives, both men and women. This was happening even in my community. But now, this institution of the captives of war is now obsolete. Such inferiority of status as there was, was in the status of captivity,
not in the status of marriage as such, in which there are no degrees except by local customs, which Islam does not recognise.

@kysse captives of war was normal those days. Even today, captives of taken as prisoners of war. And at the time of prophet, wars used to take place, there were captives. When there were captives from both sides, the men and the women, they became slaves. So there is a verse which says you can marry a slave woman (it does not rape her) and give her freedom as dowry. So it was allowed to marry her. So God legalized two types of marriages; first wife (normal i.e. non-slave) and other wife (formerly slave woman)

Quran 4:35
25. If any of you have not the means wherewith to wed free believing women, they may wed believing girls from among those whom your right hands possess (i.e. slaves): (see explanation below) And Allah hath full knowledge about your faith. Ye are one from another: Wed them with the leave of their owners, and give them their dowers, according to what is reasonable: They should be chaste, not lustful, nor taking paramours: when they are taken in wedlock, if they fall into shame, their punishment is half that for free women. This (permission) is for those among you who fear sin; but it is better for you that ye practise self-restraint. And Allah is Oft-forgiving, Most Merciful.

Explanation of the above:
That is, captives taken Jihad: Your right hands does not mean necessarily that she has been assigned to you, or is your property. All captures in war belong to the community, they are "yours" in that sense. If you seek such a person in marriage, do it from no base motives. Safeguard your faith, and see that she too does believe. In that case, after all, she is of the human brotherhood, and her condition is accidental and redeemable. If the slave bore a child to her master, she would become free.

This is the instruction given to Jewish soldiers in the field. Now when they see a young Palestinian girl, how can you verify whether this woman has experienced sex or not? How do you verify? The soldier in the field. He does not know about the saliva test. He does not know anything about that.

The only way is to rape and ravish these Palestinian girls to verify whether a man has been through her or not. And if they discover that she has been already been used, 2nd hand, chop off her head. If not, keep them.

And they saved for themselves 32,000 Palestinian girls, who had not known a man intimately (Numbers 31:35) (After raping them, they saved themselves 32,000 and out of that, the Lord Almighty, God Almighty must also have a pound of flesh)
