Yes, it's been like so. But it doesn't have to remain that way.
There's something we need to remember though; the government side of the equation is set; but the citizen is unattended. Incomes are sticky and limited in scope. That's why increases in taxes irk us. Prices are always relative.
By trying to bring down taxes, without considering inflationary effects on income the citizen ends up making his situation worse. For example, fewer politicians to pay do not necessarily translate to less taxes and government expenditures.
