Reminds me of KRA some years back as they tried to curb corruption at the port. They scattered the officers across the route (northern corridor) to curtail their activities.
It so happened that they spread the cartel... kazi ikawa nyweee from start to end.. Liar Liar

The mess is the structure of the entire GoK system, its a disjointed system of archaic processes, procedures and systems. How do you explain having officers in one Ministry being responsible to "their bosses" in another Ministry case in point Finance, Procurement and HR personnel? Command and control is outdated and there is no synergy at Ministry level. Wastage and leakage in procurement and accounting departments is at all time high, talk of kickbacks and ghost workers.

I like the way Uhuruto have structured their offices to be all inclusive and self reliant with all personnel accountable to a central command. Accountability becomes easier. Wastage is mostly in consumables such as stationery, maintenance, and no wonder these are allocated humongous amounts in budgetary allocations. The core activities falter and no strategic initiatives are undertaken to modernize. Look at how Police housing fared after the departure of Hussein Ali.

Ministry of lands will forever hype about digitizing their registries year in year out. Now cascade this to the counties and add in plain theft of revenue through forgery of receipts and invoice massaging. Don't forget to mention legalized theft by all manner of government functionaries from MPs, senators, JSC, commissions, governors ad-infinitum and you will begin to see why it is urgent to reform , reorganize and restructure the entire edifice called Government of Kenya.

THE Salaries and Remuneration Commission has said that it is not aware of the decision by President Uhuru Kenyatta and Deputy President William Ruto to cut their salaries by 20 percent.

By law the two leaders are required to notify the SRC in writing of their decision at the Nanyuki retreat on March 7. SRC chairperson Sarah Serem yesterday said that she had not yet received any official communication concerning the President and his Deputy, or the Cabinet Secretaries and Principal Secretaries who promised to take a 10 percent pay cut.

“So far we have not received any written communications from the Executive or the MPs asking us to reduce their salaries by a certain percentage," said Serem. The salaries of the leaders therefore remain unchanged.
