Governors' re-election: A legal Query

The law says that a governor can only be elected for two terms after which he can not vie again. Now, does that law apply in that governor not vying in a specific county or If you are done in one county you can go and get elected in another county for another two terms? By saying a governor can not be elected for more than two terms, does it mean in the "Republic of Kenya" on in the specific "County".

Please assist.

My interpretation would be in the same county..If a governor is good enough, he should please get shared..Passed around like a mug of Busaa.. but fat chance to that
