That is analogue thinking. It will be cheaper to scan them in and purchase software that can be used to edit the resulting pdf.
Buying one site wide license is cheaper than buying typewriters which have to be maintained, occupy valuable office space.
Plus using electronic docs means gava needs fewer clerks. With typewriters you have to hire several clerks or secretaries. And everything is painfully slow.
That said, my suspicion is that somebody needed to offload some old typewriters and he bribed some lands officials to get this senseless tender.
If Uhuru were serious about fighting corruption then heads would roll, starting with the cabinet secretary involved.
