This reminds me of a Tender advert by the then DOD. They needed several 'Housewife" for various units. People thought it was housewives for soldiers.
Some of these are 'institution-specific'

Agreed. Here is where the answer lies "They are also expected to source their supplies locally. "
A possible scenario is that all these typewrites are already in store, they already belong to the government. But somebody wants to supply them to the same gava. So "we" tender in such away that others are blocked. Then we "supply" and eat.
