How is it a good policy to reduce people's earnings. People will reduce or stop spending and this will slow down economic growth. Uhuru's supporters on Wazua will support anything he says. I bet some people whose salaries will be slashed support him. When he has ruled for 10 years he will leave the country in ruins.

Doctors are leaving the Civil Service already in droves because of better earnings being offered by the private sector. The trust that the Kibaki govt restored in public hospitals will be eroded, as doctors are replaced by clinical officers who arent qualified to do a doctors work.
If you stay ready, no need to get ready.

I do not think anyone intends to slash salaries of lower cadre public servants, just the fat guys at the top. If anything, the lower guys who are underpaid might get a review upwards.

However, if we don't kick out ghost workers this will be an exercise in futility

If I heard Sarah Serem right, the biggest problem is the gap between the highest paid and the lowest paid. That is what they want to close up first. And as you have said it, the ghost workers issue is one big problem. It need to be sorted urgently.
