Am not a civil servant but some of my clan members are. Anyway, so how did kifaki manage to increase the pay in his10yrs to an extent that public jobs became attractive? And now the digital team wants to undo kifakis efforts.

Kibakis team increased tax collections and the econ was growing so they had room to hire experts. Then came the collission govt which came with duplication of roles, shida ilianza hapa, to justify a ministry needs cash some ministries hired none essential employees who are now a baggage so lazima restructuring ifanyike

By the way,after ministries were reduced from 40 to 18, where did all the staff who were working in the merged ministries go to?

The merging of ministries of agriculture and that of livestock doesn't mean any agricultural officers or veterinary doctors were fired. It's the same with all the other merged ministries. It's only the top administrative structure that was changed regarding where and whom the officers report to. Otherwise all the staff (and departments) are still there and the workers are permanent and pensionable. Moreover the counties have been on a recruiting spree further increasing the public wage bill.
