All his statements have been condescending. You don’t hear the same language from Uhuru. Ruto derides devolution. Jubilee is not very enthusiastic about devolution, but it is more pronounced in the URP side. Just as absolute power corrupts leaders, so does absolute fanaticism blind the people from logic
